reasonably quiet shift.

peter b. came in around 10:00 and switched to empty target. note that the gas is still flowing, but v14 is closed. ligit dropped to 3e-9. about a half an hour later, ligit suddenly rose to about 2e-8. at the same time, the hv's all started crashing repeatedly. called jenya; waited until ligit dropped a little, then continued with no problems.
