[BLAST_SHIFTS] runplan weekend

Hello,
it turns out I am the coordinator for the weekend (I found out today!).

We are back to last week's operation mode: inject to 120 mA, re-inject
at 80 mA, wch at 3850 (except L14, currently still at 3750). The target
is hydrogen, 2 spin state cycle, holding field to 45 deg beam left.

Target temperature control has not been very stable. The ideal temperature
would 100 K, but the control loop has shown to be instable. Please be alert:
if the temperature falls much below 100 K we may be in trouble with polarization

Weekend Plan:

continue production data taking. Here is a shift by shift list of chores:

   _ monitor the target polarization with macros/Hydrogen/show_ep_aymmetry.C

   _ monitor target intensity with the charge/rate (now working again)

                _ run charge.C for each run
                _ run "rate N" to see the a plot of the elastic rate for
                  last N run

1/2 shift on friday evening should be devoted to a cerenkov study as a
function of threshold voltage. This now set to a minimum (25 mV) but in
fact the cerenkov rate (~ 1 MHz) is such that it can easily combine to give
a random single arm trigger with a TOF (20 KHz summed / sector) and
singles have to be prescaled right now.

                _ Take data at 35 and 45 mV (2 runs/voltages)
                _ Analyze those for cerenkov efficiency (see egeis in elog)
