To restrict usage to 6 machines, when all others might sit idle at that
time, is not the best solution. I would propose using everything available
- of course if a new user wants to submit jobs he could email the person
taking too much CPU and that person should stop a number of jobs...
If this is what you called "negotiating" - then that's a good solution in
my opinion, but the first user submitting jobs should not worry about
CPUs, maybe nobody will use them at that time!
