[BLAST_SHIFTS] LADS ADCs, TDCs, scalers

The LADS phototubes are now connected to ADCs and TDCs (see elog entry
16077). LADS is NOT yet part of the trigger. Once a modified visual_scal
has been tested, LADS tubes will also be in the scaler event (see elog
entry 16080).

If anyone on shift wants to continue Tancredi's work on adding LADS to the
analysis (elog entry 16074), please do.
