Hi, I checked in some changes to lrn.C. TBLDetRecon is used directly to
retrive outer detector information instead of from Cut_coda.

Some of the command line option handling is integrated into TOpt.

You must update TBLDetRecon.h, TOpt.h, TOpt.cc in order to run the
modified lrn.C.

a test is run according to Chris' instruction before check in.
