[BLAST_SHIFTS] shifts

I seem to have stirred up a bit of controversy.

Good!!

For those who questioned my numbers, I am simply adding up the
occurrence of each name as it appears on the shift schedule on
the BLAST website. The reason for using the past 7 weeks is that
is all that is there. Please feel free to check my numbers if
you wish. If your name is not there where you think it should be,
it is because that information was never given to me.

On the issue of who should work on any particular system, it is
clear that "experts" need to be involved as much as possible.
However, it is also clear that there are too few experts to be
able to man shifts 24/7, and that progress will only continue
at a reasonable pace if other people are willing to take shifts
and follow a run plan.
