[BLAST_SHIFTS] change to scalers

        I've changed the scaler crate to also include an input register that
will accept TTL status bits from the ABS. To the software, it looks
like another scaler. So visual_scal now has an eleventh column to
display those status bits. I haven't made any labels for it yet, so it
looks a little ragged.

        I also changed the scaler program (~/daq/ScalLib/scalerd.c) to allow an
inhibit on the scalers. It doesn't seem to be working, but everything
else works as usual.
